If you know that poor time-management is your weak spot, train your self-discipline. For example, plan your day precisely and know for sure the time when you need to get down to work. Ask somebody to control you if you feel that you will hardly cope on your own. Set an alarm clock that will announce to you the time when you need to start working.
You need to keep in mind that hardly anybody can motivate you better than you. This is why you should consider some motivation brainstorming. That is, find something that makes you want to deal with the homework as quickly (yet effectively) as possible.
